Borno State Governor, Professor Babagana Umara Zulum, has reaffirmed his administration’s determination to ensure that all 27 Local Government Areas of the state are fully electrified before the end of his tenure in 2027.

 

Governor Zulum also revealed plans to establish an independent, state-owned power plant to reduce Borno’s dependence on the national grid and improve energy sustainability across the state.

 

The Governor made the disclosure while addressing stakeholders at a strategic forum focused on accelerating power sector reforms and energy access across underserved communities in Nigeria.

 

“The time for reflection is over. We must institutionalize reforms, attract long-term investment, and guarantee equitable energy access for all Nigerians,” he said.

 

According to Zulum, reliable power supply is critical to both economic development and national security, adding that Borno’s unique experience with insecurity makes electricity a symbol of hope, recovery, and progress.

 

“In Borno, electricity is more than a utility—it is a tool for survival and development. When the lights go out, businesses shut down, education stalls, and communities lose opportunities. But the resilience of our people continues to drive us forward,” he added.

 

Despite the state's security and infrastructural challenges, Zulum noted that Borno has made notable strides in aligning with Nigeria’s national energy agenda. These include expansion of off-grid solar systems, execution of pilot electrification projects, and collaboration with the Transmission Company of Nigeria (TCN) to stabilize critical infrastructure.

 

He said the state has also provided significant logistical and security support to protect key energy assets from sabotage and damage.

  

### **Key Projects Completed or Underway:**

 

 

- Rehabilitation of the 33kV line into Maiduguri

 

- Completion of two major 33kV feeders (Feeder 2 and Feeder 9)

 

- Deployment of alternative power systems (solar and diesel) to critical institutions

 

- Procurement of over ₦1.5 billion worth of electrical components with Federal Government backing

 


  

### **Borno State Electrification Projects:**

 

 

- Rehabilitation of the Maiduguri–Gubio–Damasak transmission corridor

 

- Power extension from Maiduguri to Konduga, Bama, and Banki

 

- Electrification of Damboa, Gwoza, and Kwaya Kusar

 

- Ongoing electrification in hard-to-reach LGAs such as Marte, Abadam, and Kukawa

 


 

Governor Zulum pledged that no community would be left in the dark.

 

“By the grace of God, we will electrify all 27 local government areas before the expiration of our administration,” he declared. “In addition, we are planning a Borno-owned power generation facility to reduce our reliance on the national grid.”

 

He also appealed to the Federal Government for support in implementing critical transmission line projects such as:

 

 

- 330kV Makurdi–Castle–Taraba–Adamawa line

 

- 330kV Kainji–Oshogbo–Damaturu–North-East loop

 

- 132kV line from Yola through Biu and Gombi to Monguno

 


  

### **Federal Power Interventions in Borno:**

 

 

- Completion of a 7.5MVA substation at the University of Maiduguri

 

- Rehabilitation of 132/33kV substations

 

- New substation at the College of Agriculture, Damboa

 

- Recently completed 1x32.5MVA transmission station in Bama

 


 

Zulum emphasized that energy access is not merely a technical issue but a human right tied to dignity, health, education, and opportunity.

 

“Electricity is not just about wires and transformers—it powers dreams, livelihoods, and futures,” the governor stated.

 

While opposing general subsidies, he urged the Federal Government to introduce targeted energy support measures for low-income and vulnerable communities.

 

The governor concluded by commending President Bola Tinubu, the Honourable Minister of Power, Chief Adebayo Adelabu, and key federal institutions like TCN, NDPHC, and NNPC for their sustained interventions.

 

“Let us commit to building a power sector that serves every Nigerian equitably. Together, we can light up the nation—one community at a time,” he said.
