Borno State Governor, Prof. Babagana Umara Zulum, has pledged sweeping reforms to strengthen the state’s justice system, with a focus on grassroots access, transparency, and the deployment of technology.

Speaking on Wednesday at the 2025 Justice Sector Leadership Retreat held at the Musa Usman Secretariat in Maiduguri, Zulum reaffirmed his administration’s readiness to work closely with the Federal Government, National Assembly, judiciary, and development partners to deepen reforms.

“I reaffirm Borno State’s commitment to working with the Federal Government, the Judiciary, the National Assembly, and development partners to deepen reforms in our justice system, especially at the grassroots level,” Zulum declared.

The governor emphasized that digital tools have already begun transforming justice delivery in Borno through case tracking, virtual court sittings, and improved access to legal aid, especially in hard-to-reach areas. He stressed that technology would be pivotal in decongesting prisons, resolving land disputes, tackling terrorism, fighting corruption, and securing investments.

“Justice must serve as a foundation for healing, rebuilding trust, and restoring the social contract,” Zulum noted, pointing to the state’s recovery from insurgency and humanitarian crises.

The retreat, themed “Strengthening Justice Sector Service Delivery through Technology, Innovation and Co-ordinated Reform,” drew prominent dignitaries including Senator Kaka Shehu Lawan (SAN), APC State Chairman Hon. Bello Ayuba, NDLEA boss Brig. Gen. (rtd) Buba Marwa, Solicitor General Beatrice Jeddy-Agba, as well as top state officials.

In a glowing commendation, Attorney General and Minister of Justice, Lateef Fagbemi (SAN), described Governor Zulum as “a people-centred and reform-driven leader.”

Fagbemi hailed the launch of the Borno State e-Justice Project in partnership with Law Pavilion, saying it has positioned the state as a national model in legal innovation.

“Under your leadership, Borno has become a case study in resilience and renewal. Governance is not about slogans but solutions; not rhetoric but results. You have elevated the standard of leadership by demonstrating that ideas backed by courage and action can transform societies,” Fagbemi declared.

The Attorney General further called for reforms at the national level to align with Borno’s innovations, stressing the importance of digital literacy, cybersecurity, and data management for justice professionals.

For a state long scarred by insurgency, Zulum’s push for legal reform and technology-driven justice delivery is being hailed as a bold step toward rebuilding trust and strengthening the rule of law.
